... Probably. I doubt Argalia sat around politely waiting for them to be done. He could've come across Chiemi as she was heading back to the park after killing Norma.

If he just woke up, he'd have been in the prime place to run into her.

Were I in Chiemi's shoes - I imagine I'd be exhausted. If she could talk Argalia into a chat, then that might have given her time to recover her strength, even a little. Indulging his idiosyncrasies might have bought her a little time.

Ultimately, it feels like something has to happen if you're awake on a Thursday. Buying time to make sure it's not you that it happens to makes sense.
